Affordable and stable housing is a cornerstone to people’s lives, and is currently a scarce commodity that can be difficult to develop or preserve. I love working with Owners, Developers and PHAs to figure out the puzzle pieces to ensure that we can both preserve the affordable housing that exists and create as much as we can to support residents today and in the future.
Sarah Molseed joins Klein Hornig with deep experience in public housing preservation and development, most recently serving as the Deputy Director in the Office of Recapitalization at the U.S. Department of Housing and Urban Development (HUD). She brings significant experience in policy development and implementation for the GRRP and RAD programs, along with experience supporting complex transactions and cross-cutting initiatives nationwide.
Sarah has also served as a Housing Senior Advisor and the Acting Director of the Multifamily Investments Division with the Office of Recapitalization. Prior to joining HUD, Sarah was the Executive Director of Western Reserve Revitalization and Redevelopment, Inc., the non-profit development arm of the Cuyahoga Metropolitan Housing Authority in Cleveland, Ohio, and before that was a member of a national law firm representing housing authorities as well as non-profit developers across the country in redevelopments of affordable housing involving HOPE VI, public housing capital funds, federal low income housing tax credits, tax exempt bonds, HOME funds, and other public and private sources of development funds.
Sarah is a solution oriented attorney who serves her clients by bringing a depth of experience and perspectives that help troubleshoot issues and get transactions to closing. Sarah listens to the needs of her clients and finds paths forward through regulatory mazes and competing business requirements to ensure her clients’ objectives are met. With her more than 20 years of experience in private practice and the Office of Recapitalization at HUD, Sarah knows the ins and outs of preserving affordable housing and uses her expertise to help public housing authorities, developers and owners find the answers they are seeking.
Housing is absolutely essential to human flourishing. Without stable shelter, it all falls apart.
