Klein Hornig Housing Alert – February 2018

HUD recently announced funding availability for Tenant Protection Vouchers (TPVs) for certain eligible “at-risk households” on a rolling, “first-come, first-serve” basis. These TPVs are available as either individual “Enhanced Vouchers” or as Project-Based Vouchers (PBVs) administered under HUD’s Section 8 regulations.

Last month, lawyers and staff from both Klein Hornig offices participated in an annual service day to give back to each office’s local community.

Members of the DC office spent their day volunteering for Martha’s Table, an organization working to support stronger children, stronger families and stronger communities by increasing access to quality education programs, healthy food and family supports. KH lawyers and staff assisted Martha’s Table staff with food preparation for approximately 250 people as well as helping out at the on-site thrift shop.

Participants from the Boston office spent their day at Rosie’s Place, a local women’s shelter helping to provide a safe and nurturing environment for homeless women in the Boston area. KH members assisted Rosie’s Place staff to prepare, cook and serve lunchtime meals to approximately 125 women and children.

Klein Hornig LLP would like to congratulate our client, Montgomery Housing Partnership (MHP) on winning a National Affordable Housing Management Association (NAHMA) – Affordable Housing Vanguard Award. These awards recognize newly developed or significantly rehabbed affordable multifamily housing communities. MHP won for The Bonifant at Silver Spring in the New Construction (large) category.

Klein Hornig was lead transactional attorney for all components of this project which features a 149 unit-senior apartment community featuring on-site resident services. The Bonifant project combined several advanced approaches including creative land use and dedication to affordable housing with a full array of senior services, co-location of residential space and public use facility, transit-oriented development, and unique public-private partnership. MHP partnered with the Donohoe Development Company to develop The Bonifant.

The Bonifant has also won the following awards: DHCD & MAHC’s Community Impact Award, Capital One Architectural Design Award, A finalist for ULI Washington Trends Award in the Impact category, Affordable Housing Conference of Montgomery County’s first place architecture award for new construction.

Congratulations MHP!

Last month, Klein Hornig partner, Teresa Santalucia was named Board President of Lawyers Clearinghouse, a Massachusetts based community, of legal professionals, helping to assist local nonprofits and homeless with pro-bono lawyers.

Teresa has been a member of the Clearinghouse Board of Directors for six years and has used this platform to present many educational seminars focusing on everything from corporate governance to lobbying and advocacy.

Klein Hornig would like to congratulate The Community Builders, Inc. and Emory Beacon of Light on winning the Novogradac NMTC Real Estate Transaction of the Year award for its work on The Beacon Center, located in Washington, DC.

Klein Hornig was lead transactional attorney for both the LIHTC and NMTC components of this project which will be a 175,000 square foot mixed-use facility that will include affordable housing, commercial development and community space.

Each year the Novogradac Journal of Tax Credits Community Development QLICIs of the Year Awards recognize community development entities (CDEs) that made exceptional qualified low-income community investments in the past year.

On Friday, August 4th, the Klein Hornig Boston office hosted fellows from the David S. Nelson Fellowship program. The program, named in honor of the first African-American federal judge for the District of Massachusetts, is organized each summer by the U.S. District Court for the District of Massachusetts and helps to teach Boston, Springfield and Worcester area public high school students about the judicial system and legal community. All of the Nelson Fellows are assigned to a district or magistrate judge, working in chambers, attending trials and assisting with general office operations and court management. During their intensive summer, the Nelson Fellows also take structured classes, meet community leaders, visit local colleges and participate in a culminating mock trial.

KH attorneys, Henry Korman, Andrew Gilmore and Taisha Sturdivant met with the fellows for approximately two hours focusing their presentation on affordable housing and community development.

Associate Taisha Sturdivant participated in this fellowship in 2005 and returned to the program as coordinator for two summers while in college.

On Monday, June 26, 2017, Chris Hornig moderated a panel at the Consortium for Housing and Asset Management (CHAM) 2017 Annual Conference in Denver, CO.

The panel entitled, “Lessons Learned at Y15: Building Better Partnership Agreements,” focused on the aftermath of the initial Y15 dispositions including its relation to joint ventures, reserve accounts, partner obligations and other Y15 considerations.
